This is a 2004 Dazzlebright Cheer Bear. It's hard to see in the pictures, but the white background of the tummy is shinny as is the thread used in the embroidery. The same shiny material is used for the white part of the nose and they have the original signature freckles that were later dropped.
Cheer Bear was one of the original Care Bears. Her tummy symbol hasn't changed much over the years though, it is still a rainbow.
This Cheer Bear's tag reads: "Cheer Bear is a very happy Care Bear who helps others see the bright side of life. She will sometimes even do a cheer to help make someone happier. Wherever she goes, Cheer Bear wears a symbol of hope and happiness - a rainbow."
